<p>With something of a chuckle, Pickerington High School Central boys basketball coach Jerry Francis acknowledged a district semifinal loss last year still motivates his team.</p>
<p>The Tigers’ second-year coach is careful, however, to keep his team focused after it clinched the OCC-Ohio Division championship with one game to play in the regular season.</p>
<p>“Maybe that’s more a hidden agenda among the players and coaches,” said Francis, whose 2010-11 team’s season ended with a 71-49 loss to Westerville South. “We’re taking it one game at a time, going with a humble approach. But I do think that’s in the back of the guys’ minds, that they know they want to exceed our expectations from last year and do better.</p>
<p>“It can leave a bitter taste in your mouth after having a good regular season and winning your conference title if you fall short in the tournament. We just want to continue our winning ways, take it one game at a time and respect our opponents at all times. Just enjoy that opportunity to compete.”</p>
<p>The Tigers, who received the fourth seed for the Division I district tournament, open the postseason against Dublin Jerome at 6 p.m. Thursday, Feb. 23, at Jonathan Alder. The winner will play Groveport in the second round at 6 p.m. Wednesday, Feb. 29, also at Jonathan Alder, with that winner returning to the same site March 7 for a district semifinal against eighth-seeded South, Logan, Teays Valley or Westerville Central.</p>
<p>Pickerington Central, which finished the regular season at 18-2 overall and 13-1 in the OCC-Ohio, defeated Jerome 78-62 on Dec. 13 and swept Groveport in two league games, winning 74-41 on Dec. 20 and 86-29 on Feb. 3.</p>
<p>The Tigers did not play any of their potential district semifinal opponents during the regular season.</p>
<p>Senior guard Caris LeVert scored 13 and 18 points in the two Groveport games, and sophomore guard Connor Kern had a then-career-high 23 points against Jerome. He eclipsed that with 24 points in a 74-42 league title-clinching victory over Lancaster on Feb. 13. Kern had four 3-pointers in the fourth quarter of that game.</p>
<p>“It’s coach Francis’ first (OCC title) and our first (since 2003-04). It feels good being able to achieve something like this,” Kern said. “We definitely are looking at districts and maybe past it. We want to go even farther. The regionals are a huge goal for us. Hopefully we can go even farther than that.”</p>
<p>Jerome’s Nick Neale scored 17 points, Kyle Christman had 16 and Donovan Wilson added 12 in the December game. Central hopes that kind of familiarity will smooth its road toward exceeding last year’s finish.</p>
<p>“Now we’re starting to get into a tournament mindset. We just have to be focused,” senior guard Chad Nelson said. “We can’t break down mentally like we did a few times this season. We have to be intensely focused and ready to play every game.”</p>
<p>•<strong>North</strong> finds itself in perhaps the most evenly-matched portion of the district bracket. The Panthers, who were seeded 13th of 42 teams, open against Dresden Tri-Valley at 7:45 p.m. Friday, Feb. 24, at Marysville. The winner will play St. Charles or Zanesville in a second-round game at 7:45 p.m. Wednesday, Feb. 29, also at Marysville.</p>
<p>Zanesville has the best record of that group at 15-5, but St. Charles is 13-7, Tri-Valley is 12-8 and North is 11-9.</p>
<p>“We have a good seed considering our record. It’s a favorable draw and, we think, an evenly-matched one. We have to win our first game then we’ll see what happens,” coach Pete Liptrap said. “We saw Tri-Valley down at (Ohio University’s) summer camp and we played them a few years ago in an OHSAA foundation game. We’re not totally unfamiliar with them, but we have a lot to learn about them.”</p>
<p>Tri-Valley, which competes in the Muskingum Valley League, is led by 6-foot-3 sophomore forward Avery Williams and 5-7 junior guard Kris Michael. Williams was averaging 10.6 points and 6.3 rebounds through 19 games; Michael was averaging 2.3 assists and 2.1 steals.</p>
<p>Whichever team emerges from that bracket has an almost-certain meeting with top-seeded Northland in a district semifinal March 7. The Vikings play 0-20 Central Crossing in the first round Thursday, Feb. 23, then would play 0-20 Columbus West in the second round Wednesday, Feb. 29. All games will be at Marysville.</p>
<p>North might not have senior forward Jake Butt, who missed the final two regular-season games with a shoulder injury. Liptrap was unsure late last week whether Butt will be cleared by the tournament opener.</p>
<p>“Whenever you lose 17 points and about seven and a half rebounds a game and the player that usually guards the opponent’s best player, that’s a big loss that no one player will be able to fill,” Liptrap said. “Everybody will have to step up more.”</p>

	GROVE CITY — The Grove City College men’s swimming and diving team captured its 5th consecutive Presidents’ Athletic Conference title Saturday night by concluding the 3-day PAC Championships with 850 team points. Grove City finished with a 139-point margin of victory over runner-up Westminster.</p>
<p>
	Four Wolverine swimmers helped punctuate the conference title by recording individual wins. Ben Bowser captured the 200 butterfly title in a pool- and school-record time of 1:52.04. Bowser earned the Swimmer of the Meet award and the conference’s MVP award for his performance over the event.</p>
<p>
	Kirk Gagliardo won the 100 free in 45.65 while Louis Gabriele won the 200 breaststroke in 2:07.11.</p>
<p>
	Dave Bossert opened Saturday night’s session by winning the 1650 in 16:40.84.</p>
<p>
	C.P. Dehli, Nick Hamilton, Eric Fairchild and Gagliardo concluded the meet by winning the 400 free relay in a pool- and meet-record time of 3:04.95.</p>
<p>
	Fairchild earned 2nd in the 100 free (46.39) while Clay Beckner captured runner-up in the 200 breaststroke (2:08.45). Josh Kim placed 3rd in the 1650 (16:58.65).</p>
<p>
	Jim Bossert earned 4th in the 200 backstroke (1:56.61) while Hamilton placed 4th in the 100 free (47.76). Ben Satre took 4th in the 200 fly with a time of 1:57.25.</p>
<p>
	Kim posted the 3rd-fastest time of the night in the 200 fly (1:55.51) in winning the consolation heat.</p>
<p>
	E.J. Leuschner placed 5th in the 1650 with a 17:09.13 clocking and Dehli earned fifth in the 100 free (47.91). Richie Klimek took 5th in 1-meter diving with 311.70 points.</p>
<p>
	Head coach Dave Fritz earned the conference’s Coach of the Year award.</p>
<p>
	Grove City has won 25 overall conference titles, including 17 PAC crowns. GCC won 8 Penn-Ohio Conference titles between 1955 and 1968.</p>
<p>
	ä The Grove City College women’s team earned its 4th straight PAC title Saturday by rolling to the team title at the College’s James E. Longnecker Pool in the PAC Championships. The Wolverines finished the event with 933 team points.</p>
<p>
	The Wolverines sealed the conference title Saturday night by winning the 400 free relay in 3:29.17 seconds. Jenna Richert, Kait Riesmeyer, Jenny Ryan and Angela Palumbo combined for the winning effort.</p>
<p>
	Ryan opened Saturday night’s session by winning the 1650 in 17:27.60. Palumbo captured the 100 free in 51.47 while Riesmeyer prevailed in the 200 butterfly (2:05.09).</p>
<p>
	Lauren Cassano won the 200 backstroke in 2:07.86 for the Wolverines.</p>
<p>
	Richert took 2nd in the 100 free (53.01) while Kate Wilt earned 3rd in the 200 breaststroke (2:26.23). Tori Baker placed 4th in the 200 back (2:09.59), 1 spot ahead of Natalie Keibler, who recorded a time of 2:10.07.</p>
<p>
	Emma Rudolf captured 5th place in the 200 breaststroke in 2:29.54 and Larissa Cassano earned 5th in the 200 butterfly (2:15.42).</p>
<p>
	Head coach Dave Fritz earned the conference’s Coach of the Year award.</p>
<p>
	GCC’s 267.5-point margin of victory is the largest ever for an NCAA Division III team in the 22-year history of the meet. GCC’s 933 team points are the most ever by a Division III team at the meet.</p>
<p>
	Grove City has now won 10 conference titles in the last 21 years.</p>
<p>
	GROVE CITY</p>
<p>
	ä Women’s Basketball —  The Grove City College women’s basketball team concluded the 2011-12 regular season Saturday afternoon with a 63-59 setback at Thiel in Presidents&#8217; Athletic Conference action at Rissell-Beeghly Gymnasia.</p>
<p>
	Grove City jumped out to a 7-0 lead but Thiel (8-17, 8-10 PAC) rallied to take a 27-26 lead by halftime. Thiel extended its lead to 53-43 in the second half before the Wolverines made a final charge at Thiel.</p>
<p>
	Senior guard Megan Gebrosky drilled a 3-pointer with 47 seconds left to cut the Thiel advantage to 61-59. The Wolverines then held defensively on the following possession but could not tie the game on the next trip down the floor.</p>
<p>
	Thiel&#8217;s Rianne Thornton missed the front end of a one-and-one with five seconds left but Thiel’s Ashley Davis grabbed the offensive rebound. The Wolverines fouled Davis and she sealed the win by hitting both foul shots.</p>
<p>
	Sophomore forward Hannah Jo Coneby paced Grove City with a career-high 19 points and 11 rebounds. Junior guard Leah Gibson tossed in 13 points and Gebrosky finished with 10 points. Gebrosky also had 5 assists and 3 steals while Gibson had four assists.</p>
<p>
	Kelly Barzak led Thiel with 26 points and Davis posted a 19-point, 13-rebound double-double. Thiel outrebounded Grove City 44-34, including 12 offensive rebounds.</p>
<p>
	Grove City shot 35 percent (20 of 58) from the field, including an 8-for-18 effort on 3-point goals. Thiel made 26 of 63 (41 percent) attempts from the floor. Each team turned over the ball just 11 times.</p>
<p>
	Grove City (7-18, 6-12 PAC) will be the No. 8 seed in this week’s conference tournament. The Wolverines faced top-seeded Thomas More Tuesday. in the quarterfinals.</p>
<p>
	ä Men’s Basketball — Thiel forward Austin Forbes drained a three-point goal as time expired Saturday afternoon to give the host Tomcats an 80-78 victory over Grove City in a PAC matchup at Rissell-Beeghly Gymnasia.</p>
<p>
	Grove City took a 78-77 lead with 4.6 seconds left on a driving layup from senior guard Brett Matson. However, Thiel quickly moved the ball down the court and Forbes&#8217; three-point attempt went through the hoop as time expired.</p>
<p>
	Senior center Kris Verderber put Grove City up 72-70 with a backdoor layup with 1:04 to go. Freshman guard J.T. Schwartz pushed the lead to 74-70 with a steal and layup with 37 seconds left.</p>
<p>
	A tip-in by Thiel&#8217;s Ladell Trotty halved the lead but freshman guard Mitch Marmelstein countered by hitting a pair of free throws. Thiel&#8217;s Blair Rozenblad slashed the lead to 76-75 with a three-point play with 19 seconds left and following a Wolverine turnover, Rozenblad put Thiel up 77-76 with two foul shots.</p>
<p>
	Thiel led 34-32 at halftime after Ladell Trotty buried a three-pointer at the first-half buzzer.</p>
<p>
	Marmelstein led four Grove City players in double figures by firing in 20 points. Matson posted 18 points and a team-high eight rebounds while Verderber poured in 11. Schwartz finished with 10 points.</p>
<p>
	Grove City (11-13, 7-9 PAC) shot 27 of 59 (46 percent) from the field for the game, including a 17-of-29 (59 percent) effort in the second half. Thiel went 31 for 69 (45 percent) from the floor.</p>
<p>
	Anthony Harvey led Thiel (16-7, 13-3 PAC) with 22 points while Rozenblad posted a 16-point, 16-rebound double-double. Trotty also had a double-double with 11 points and 13 rebounds. Thiel owned a 44-35 rebound edge.</p>
<p>
	Matson added 5 assists and Schwartz recorded four steals for Grove City. The game featured 14 ties and 15 lead changes. Neither team led by more than 7 points. Ten of Grove City&#8217;s 16 conference games have been decided by 5 points or less. The Wolverines went 5-5 in those games.</p>
<p>
	Grove City will be the No. 5 seed in this week&#8217;s PAC Championship Tournament. The Wolverines visited No. 4 Saint Vincent Tuesday night in the quarterfinals.</p>
<p>
	GROVE CITY</p>
<p>
	ä Men’s Tennis — GCC opened the 2012 season on Friday with an 8-1 non-conference win over Penn State-Behrend at the Westwood Club, Erie.</p>
<p>
	The Wolverines swept the 3 doubles matches and then won 5 of the 6 singles contests. Grove City has now won 11 straight regular-season matches dating back to the end of 2010.</p>
<p>
	Peter Riley, Anthony Rosselli, Scott Yanak, Steve Harrison and Andrew Deckert won in singles play. Caleb Fuller suffered a 6-1, 6-0 loss at No. 1 singles. Fuller-Rosselli won 9-8 at 1st doubles, Deckert-Riley notched an 8-5 win at No. 2 doubles and Harrison-Yanak registered an 8-1 win at 3rd doubles.</p>
<p>
	ä Women’s Tennis — GCC opened the spring portion of the schedule Friday with an 8-1 win against PSU-Behrend at Westwood Club, Erie.</p>
<p>
	Christina Bedi, Caroline McGuire, Emily Buurma, Kaitlyn Heese, and Leah White captured singles victories. Buurma-McGuire teamed up for an 8-4 win at No. 1 doubles, Bedi-Lauren Troxel posted an 8-1 win at 2nd doubles and Heese-Danielle Mendheim notched an 8-4 win at No. 3 doubles.</p>

	SLIPPERY ROCK</p>
<p>
	ä Women’s Basketball — SRU dropped its 10th consecutive game, 70-45 at No. 21 Indiana University (Pa.) Saturday evening in Pennsylvania State Athletic Conference Western Division action.</p>
<p>
	With the loss Slippery Rock falls to 5-19 overall and 2-18 in PSAC play. Indiana improves to 19-5 overall and 15-5 in league play.</p>
<p>
	D&#8217;Asia Chambers led The Rock for the second consecutive game, netting a game-high 14 points. Jasmine Cooper added six points and a team-high five rebounds and Danielle Smith added six points to cap the top performers.</p>
<p>
	ä Men’s Basketball — For the 2nd time this winter, Slippery Rock University went toe-to-toe with defending Pennsylvania State Athletic Conference champion Indiana before losing a narrow decision.</p>
<p>
	Marcel Souberbielle scored 5 points in the final 30 seconds, including a 3-point basket that gave IUP a lead it would not relinquish, to lift the 13th-ranked Crimson Hawks to a 66-63 victory.</p>
<p>
	SRU&#8217;s John Bayardelle buried a trey with 1:01 left to tie the game at 61-61, but that proved to be The Rock’s last hurrah.</p>
<p>
	Souberbielle&#8217;s 3-point shot with 0:31 left to play and a pair of free throws 15 seconds later gave the hosts a 66-61 lead.</p>
<p>
	Tabari Perry scored on an offensive rebound with 0:12 left to account for the final points of the game. But SRU battled to the final horn as Devin Taylor misfired on a potential game-tying 3-point shot with 5 secondsleft.</p>
<p>
	Taylor finished the game with a team-high14 points and 7 rebounds. Chaquille Pratt added 12 points and 5 rebounds in a substitute role, Perry chipped in 10 points and a team-high 9 rebounds, Luiz Santos scored eight points and Bayardelle finished with 7 points off the bench.</p>
<p>
	Ashton Smith scored a game-high 23 points for IUP, while Souberbielle and Julian Sanders each added 13 points.</p>
<p>
	ä Baseball — Slippery Rock University opened its 2012 season Saturday afternoon with a 4-2, 5-4 doubleheader sweep of NCAA Division II Atlantic Region rival Ohio Valley University of West Virginia at VA Memorial Stadium in Chillicothe, Ohio.</p>
<p>
	Sophomore right-hander Lou Trivino pitched a complete-game and sophomore right fielder Brandon Myers smacked a home run and collected 2 RBIs to lead the winning effort in Game 1.</p>
<p>
	Senior southpaw Zach Jeney picked up the Game 2 win after pitching 4 innings in relief. Junior 1st baseman John Shaffer had 2 doubles to lead the offensive attack. Senior captain Carter Haponski had a pair of hits in each game to lead The Rock.</p>
<p>
	Trivino, an all-conference and all-region performer last spring, picked up right where he left off as he struck out 8, walked only 1 and allowed 2 runs (1 earned) on 4 hits in a 7-inning route-going effort.</p>
<p>
	Myers&#8217; home run tied the score at 1 in the bottom of the 3rd inning. Haponski had a double and a single in the game and senior Lee Foxton (Clinton, NY/Clinton HS) added 2 singles.</p>
<p>
	ä On Sunday, SRU managed only 7 hits in two games Sunday and dropped 3-2 and 6-3 (9 innings) decision to NCAA Division II Atlantic Region rival Wheeling Jesuit University at VA Memorial Park.</p>
<p>
	The Rock (2-2) collected only 3 hits in Sunday’s 1st game and were held to 4 hits in the nightcap. Adding salt to the wound was the fact Wheeling Jesuit parlayed four Rock defensive errors into five 2-out runs in the top of the 9th inning to record the 2nd-game win.</p>
<p>
	Senior captain and left fielder Haponski had a single in Game 1 and a double in Game 2, while senior catcher Matt Accardi had a 2-run double and an RBI single in Game 2 to highlight The Rock&#8217;s lackluster offense.</p>

<p>After setting the program record for wins, the Central Crossing High School girls basketball team entered the postseason with high expectations.</p>
<p>But the Comets’ stay in the Division I district tournament nearly was short-lived.</p>
<p>Central Crossing trailed Pickerington Central for most of the game before rallying in the fourth quarter for a 30-25, first-round win Feb. 15 at Westerville South.</p>
<p>The eighth-seeded Comets improved to 18-3 and played 14th-seeded Newark in the second round Feb. 21 at Pickerington Central. Newark defeated Marion-Franklin 63-17 in a first-round game Feb. 15.</p>
<p>The Central Crossing-Newark winner will play third-seeded Olentangy Orange or 36th-seeded Walnut Ridge in a district semifinal at 6 p.m. March 1 at Pickerington Central.</p>
<p>“In the district tournament, being a top-10 seed, it’s always good to get that first win, especially against a good Pickerington Central team,” coach Neil Hohman said.</p>
<p>Central Crossing, which surpassed the 2004-05 team that finished 15-6 for most wins in a season, nearly stumbled against the 26th-seeded Tigers, who finished 7-14.</p>
<p>“We came out a little unsure of ourselves and they came out with nothing to lose,” Hohman said. “They don’t have any seniors on the team, so they just came out playing hard and shocked us a little bit.”</p>
<p>Pickerington Central scored the first eight points and opened a 17-5 lead early in the second quarter.</p>
<p>The Comets closed to 17-10 at halftime and outscored the Tigers 9-6 in the third quarter behind two baskets from Jalynn Graham and an Olivia Davis 3-pointer.</p>
<p>Central Crossing tied it at 23-all on Amber Huggins’ two free throws and took its first lead at 27-25 on Graham’s basket following an offensive rebound with 3 minutes, 10 seconds remaining.</p>
<p>Graham drove for two points and added one of two free throws to close the scoring.</p>
<p>Davis finished with 10 points and Graham scored nine.</p>
<p>“I believed in my team and I knew we could come back and win,” Davis said. “We came together and worked as one not five individuals, just as a family.”</p>
<p>The Comets also beat the Tigers in their season opener, 49-36 on Nov. 29.</p>
<p>“I try to stress &#8230; it’s always a game of runs,” Hohman said. “It has its highs and lows and you just have to keep an even keel and eventually it’s going to come back your way if you keep working and doing things right.”</p>
<p>•The season ended for <strong>Grove City</strong> with a 69-34 loss to ninth-seeded Watterson in the first round of the Division I district tournament Feb. 14 at Orange.</p>
<p>The Greyhounds finished 5-16 overall.</p>
<p>Grove City played Watterson without juniors Ashley Antrobus and Miranda Frase, who were out with illnesses, and sophomore Jordan Sargent, who broke her right tibia during a 65-50 loss to Pickerington Central on Feb. 10.</p>
<p>Sophomore guard Jen Draper led the Greyhounds with 15 points.</p>
<p>“We played a good team and we didn’t play well,” coach Dale Corbett said. “Offensively, we didn’t play well at all.”</p>
<p>Grove City finished seventh in the OCC-Ohio Division at 2-12, behind Reynoldsburg (14-0), Pickerington North (12-2), Gahanna (9-5), Newark (8-6), Pickerington Central (6-8) and Lancaster (5-9) and ahead of Groveport (0-14).</p>
<p>The Greyhounds’ league wins came against Groveport, 64-62 on Dec. 9 and 67-64 on Jan. 24.</p>
<p>Grove City also defeated Marion-Franklin twice, 67-43 on Nov. 29 and 58-56 on Jan. 14 in the Erwin Crenshaw Classic at Westland. The Greyhounds beat Licking Heights 62-48 on Dec. 22.</p>
<p>The Greyhounds lose one senior in guard Danielle Terry, who scored seven points against Watterson.</p>
<p>“Danielle is a good kid and a good captain,” Corbett said. “She played hard every night.”</p>
<p>“All of us are real close and all of the girls are young, and I was the only senior,” Terry said. “A lot of the other girls didn’t have as much varsity experience. I played varsity as a sophomore and I remember how I felt. I just felt like everything was so fast-paced and I just had to remind the girls to slow down and play smarter because that is something you get as you play.”</p>
<p>The top returnees are expected to be Antrobus, Draper, Frase, Sargent and 6-foot-5 junior center Kristen Mesler.</p>
<p>Other players expected to contribute next season are juniors Mackenzie Harris and Bailee Smith, sophomores Megan Darst and Bree Kilgus and freshman Kayla Mitchell.</p>
<p>Draper was special mention all-league and Mesler was honorable mention all-league.</p>
<p>“It’s a young team and hopefully it will get better,” Corbett said. “I like my group; we’re going to be fine. I would have liked to have more wins, but it’s a slow thing.”</p>

<p>Based on their times and seeds, none of the three individuals and six relays that the Grove City High School swimming and diving teams had competing in the Division I district meet Feb. 18 at Ohio State were considered shoo-ins to advance to state.</p>
<p>But when junior Jack Bailey and senior Ashley Miller missed top-eight finishes and, therefore, trips to the award stand by a combined 3.19 seconds, Greyhounds coach Alex Drake couldn’t help snapping his fingers in a bit of frustration.</p>
<p>“We had several best times, but we were definitely hoping to be on the podium,” Drake said. “The kids swam great. Start to finish, we were dropping times. Every relay was the best we’ve had all year. Every individual swim was a lifetime best. For the most part, we moved up some places every time, every race, just not enough to get on the podium.”</p>
<p>Or, unfortunately for Grove City, to state.</p>
<p>Miller was 10th in the 200-yard individual medley (2:14.73), 2.77 seconds behind the eighth-place finisher, Dublin Coffman freshman Kelsey High.</p>
<p>Bailey was 11th in the 100 freestyle with a personal-best 48.8, which was .42 seconds behind eighth-place Jordan Krumpelman, a junior from St. Charles.</p>
<p>Bailey was 17th in the 50 free (22.77) and helped the 200 medley relay (1:49.83) and 400 free relay (3:32.65) to 20th-place finishes.</p>
<p>Miller also qualified in the 100 backstroke and placed 20th (1:00.96) and helped the 400 free relay (3:55.74) place 14th and 200 medley relay (2:01.14th) finish 16th..</p>
<p>The top two placers in each event earned automatic berths to the state meet Thursday, Feb. 23, through Saturday, Feb. 25, at Branin Natatorium in Canton. Sixteen at-large qualifiers were selected from each of four district tournaments.</p>
<p>The boys scored six points and finished 23rd behind first-place Upper Arlington (435), and the girls had 15 points to place 20th behind the Golden Bears (522).</p>
<p>One objective next year will be staying in the upper half of the OCC-Ohio Division. At the league meet Jan. 28, the boys finished fourth (151) behind champion Pickerington North (365), Gahanna (227) and Lancaster (211) and ahead of Reynoldsburg (116), Pickerington Central (80) and Newark (5). The girls were fourth (198) behind Gahanna (241), North (238.5) and Central (220) and ahead of Reynoldsburg (174.5), Lancaster (126) and Newark (1).</p>
<p>Groveport does not have a swimming and diving program.</p>
<p>The Greyhounds graduate three — Noah Colburn, Miller and Joe Nowjack.</p>
<p>“All in all, our teams are really well off going into next year,” said Drake, who was in his first season. “We’re going to lose some leadership, but every year you expect someone new to step up, learn how to be a leader and fill that void.”</p>
<p>•<strong>Central Crossing</strong> didn’t get a finish above 23rd-place from its district participants, but ending his fifth season, coach Robert Boggs hopes the Comets might be on the cusp of a new cycle.</p>
<p>“It’s a continual rebuilding progress. We get swimmers for an average of maybe three years,” Boggs said. “Most of our four-year swimmers, we have taught to swim from nothing, so by the time they are seniors, they are decent swimmers. But had we had them for one or two more years to really develop them, we would have that depth. We’ve always lacked depth for that reason. We (have a) high turnover (rate), and we don’t have a feeder program. That really hurts us. But as far as getting here and that experience, it’s great to promote that and use that as a recruiting tool.”</p>
<p>All but three swimmers — senior Jessica Reckner, junior Laura Kruczynski and freshman Emily Donovan — had participated in a district meet before this past weekend. Neither team scored.</p>
<p>Donovan capped a promising season by qualifying for district in two events. She finished 30th in both the 50 free (26.82) and 100 back (1:04.7).</p>
<p>“Even though she didn’t have her best swims here today, just getting here was a big feat,” Boggs said. “I imagine there’s a lot of nerves involved being 14 years old and coming into this big venue. She has a lot of experience, but the first time here has to be kind of intimidating. We’re still happy with her, and it’s a building block for everybody for next year.”</p>
<p>The boys 200 medley relay (1:52.26) and 400 free relay (3:42.1) both placed 23rd. The 29th-place 400 free relay (4:50.84) led the girls.</p>
<p>At the OCC-Central meet Jan. 28, the boys placed sixth (65) behind champion Upper Arlington (463), Thomas Worthington (209), Worthington Kilbourne (192), Dublin Coffman (169) and Hilliard Darby (127) and ahead of Hilliard Davidson (0). The girls were seventh (52) behind UA (467), Thomas (245), Coffman (201), Davidson (150), Kilbourne (96) and Darby (79). Westland does not have a swimming program.</p>
<p>The Comets graduate five — Kyle Dyer, Jordan Hager, Hannah Hildebrand, Morgan Lalonde and Reckner. Dyer and Reckner were the only seniors on any of the district-qualifying relays.</p>

<p>Grove City High School boys basketball coach Greg Waits downplayed having to face another South-Western City Schools program in the first round of the Division I district tournament.</p>
<p>Instead, Waits’ attention is focused on the fact that his team has been playing its best basketball heading into the postseason.</p>
<p>Grove City closed the regular season by beating Westerville Central 70-65 on Feb. 14 and Pickerington North 60-47 on Feb. 17.</p>
<p>The 10th-seeded Greyhounds will face 27th-seeded Westland in their tournament opener at 7:45 p.m. Saturday, Feb. 25, at Marysville.</p>
<p>“This gives us a lot of momentum going into the tournament because the week before we had a really tough week against two really good teams (losing to Gahanna 71-62 on Feb. 7 and Pickerington Central 74-63 on Feb. 10) and then came back (to beat) two really good teams,” Waits said. “Our kids stepped up and rose to the occasion, gave great effort and got two big wins.”</p>
<p>“We play a lot better when we have a lot of confidence and these wins are going to help us big time,” senior point guard Jimmy Gravett said.</p>
<p>The Grove City-Westland winner will play 17th-seeded Hilliard Davidson or 23rd-seeded Thomas Worthington in the second round March 1 at Marysville.</p>
<p>Davidson and Thomas each enter the tournament at 11-9.</p>
<p>The Greyhounds defeated Westland 64-47 last season and 83-59 in the 2009-10 season.</p>
<p>The Cougars improved to 10-10 by beating Central Crossing 52-46 on Feb. 17. Kersey Long led the Cougars with 15 points, Will White scored 11 and J.J. Smith added 10.</p>
<p>Another key player for the Cougars is 6-foot-7 senior center Kris Carius, who shares the team lead in scoring with Long at 11.9 points per game. Smith is averaging 10.5.</p>
<p>“As far as we’re concerned it’s just another game, and we are looking forward to the challenge of playing a very well-coached, hard-working team,” Waits said about playing a school-district rival.</p>
<p>“Westland is extremely athletic,” he said. “They get up and down the court. They do a great job coaching their kids and they play really hard.”</p>
<p>“We have to have a good start, which will definitely build our confidence, and then we have to challenge their 3-point shooters,” Westland coach Todd Parker said. “And I know that coach Waits likes their kids to go up and down, so we’ll have to be able to transition both ways, offensively and defensively.”</p>
<p>The Greyhounds improved to 14-6 overall by beating North, completing a regular-season sweep of the Panthers. Grove City won 71-49 on Jan. 13.</p>
<p>In the rematch, Brad Saxton led the Greyhounds with 18 points.</p>
<p>“Any time you can beat Pick North twice in a season, you have to realize that your kids played really well,” Waits said.</p>
<p>Grove City tied Gahanna for third in the OCC-Ohio Division at 8-6, behind Pickerington Central (13-1) and Newark (11-3).</p>
<p>•<strong>Central Crossing</strong> finished the regular season 0-20 and will play top-seeded Northland in the first round of the Division I district tournament at 6 p.m. Thursday, Feb. 23, at Marysville.</p>
<p>The winner will play Columbus West on Wednesday, Feb. 29, at Marysville.</p>
<p>The Comets are seeded 41st.</p>
<p>“We came together as a family this year,” senior Ricky Morgan said. “Even though we had dark times, we all came together, we all played hard and that’s all that really matters to me and the seniors on the team. We never gave up and all gave it a lot of fight.”</p>
<p>Northland won its sixth consecutive City League title by beating Walnut Ridge 66-55 on Feb. 18 at Columbus East.</p>
<p>The Vikings are 19-1 and ranked first in the Division I state poll.</p>
<p>Senior Devon Scott led Northland with 23 points and senior Jalen Robinson added 14 in the City title game. Both will play at the University of Dayton.</p>
<p>Other key players for Northland are Jordan Potts and Ke’Chaun Lewis. Potts will play at the University of North Carolina-Greensboro.</p>
<p>“Northland is a great basketball team,” Central Crossing coach Mike Cavey said. “We’ll go out, play the game and I know our kids will give a great effort.”</p>

<b>WORCESTER</b>  </p>
<p>Within days of St. Peter-Marian Central Catholic Junior-Senior High School announcing it will vacate its junior high school building this fall, someone else is interested in using it.</p>
<p>School Committee member Brian A. O&#8217;Connell said the 14,546-square-foot building would be a smart buy or lease for the public school system, which is overdue for building and renovation projects and is seeing increased enrollment, especially in the elementary grades. His proposal that the school system consider such a move will go to the School Committee March 1, when it will likely be referred to a subcommittee.</p>
<p>“If St. Peter-Marian no longer needs the facility, clearly we have a number of needs that that facility would be tailor-made to address,” Mr. O&#8217;Connell said.</p>
<p>In the short term, those needs could include a place to house 490 Nelson Place School students if the state ever agrees to fund a replacement of that building. In the long-term, Mr. O&#8217;Connell would love to see a small middle school established along the lines of the former Doherty Satellite Middle School Program or another small, specialized secondary school.</p>
<p>That Doherty satellite program, created to relieve crowding before Forest Grove Middle School was renovated, was closed in 2003, along with three other schools, to save money. The district closed another four schools in 2006. Enrollment fell from 2001 to 2007, but has been growing since then.</p>
<p>Whether the Diocese of Worcester is interested in leasing or selling St. Peter-Marian&#8217;s junior high school building is another matter. Delma L. Josephson, superintendent of schools for the diocese, said any proposal to use the building is “premature.”</p>
<p>“If someone&#8217;s proposing something, we always take into consideration everything. But at this point in time, we first have to do our own look,” she said.</p>
<p>Brian E. Allen, the Worcester public schools&#8217; chief financial and operations officer, said the idea was news to him, but agreed that the district has both short- and long-term space needs.</p>
<p>St. Peter-Marian&#8217;s junior high school at 751 Grove St. is worth $1,276,100, according to the city assessor&#8217;s website. The junior high is adjacent to the high school, which will also house the seventh- and eighth-graders starting in the fall. The junior high housed about 300 students until about 2004. Its current enrollment is 91.</p>
<p>If the public school district is interested in the property, leaders will have to persuade the city manager and City Council that it is a good use of city funds.</p>
<p>This would not be the first time Worcester public schools scoop up vacated property. When Central New England College closed in 1989, the city acquired the buildings that became Jacob Hiatt Magnet School and the James L. Garvey Parent Information Center.</p>

<p>What was intended to be a public discussion on the future of Westside housing backfired on Mayor Ron Littlefield Tuesday, as members of the Chattanooga City Council voiced concerns over not being informed of the meeting.</p>
<p>Littlefield was making good on a pledge to allow Westside residents to raise questions over a proposed mixed-income redevelopment project by Atlanta-based nonprofit <a href="http://purposebuiltcommunities.org/">Purpose Built Communities</a>. He presided over the 2:30 p.m. meeting, which took place at the James A. Henry Resource Center on Grove Street. </p>
<p>Approximately 75 people attended. Along with community members, the crowd included officials from the Chattanooga Housing Authority, representatives for Purpose Built Communities, including former Atlanta Mayor Shirley Franklin, and members of Littlefield&#8217;s gang task force. </p>
<p>But despite being told by Littlefield that the meeting would occur &#8220;in late February,&#8221; there were no local elected officials on hand. Members of the media found out about the forum after being tipped by sources close to the Westside community, as no official release was sent from the mayor&#8217;s office. </p>
<p>The only notice of the meeting came in the form of a <a href="http://www.newschannel9.com/sections/article/gallery/?pic=1id=1009235">flier</a>, inviting neighborhood residents to be a part of a discussion for &#8220;planning the future.&#8221; At no point was Purpose Built Communities mentioned. </p>
<p>A copy of the flier obtained by Nooga.com had been marked over to read, &#8220;THEY ARE planning YOUR future.&#8221;</p>
<p>Richard Beeland, spokesman for Littlefield, said the fliers were the easiest way to notify Westside residents of the meeting. Beeland added that council members—who were busy attending scheduled weekly committee meetings as the forum took place—were not required to be present for the discussion.</p>
<p>&#8220;It wasn&#8217;t a meeting for the council,&#8221; Beeland said. &#8220;It was a meeting for the Westside, and they were notified by the fliers distributed in their community … the easiest way to contact them was through the fliers.&#8221;</p>
<p>The meeting lasted nearly two hours. </p>
<p>Leading off, Littlefield read a list of recent crime statistics for the area and asked attendees to brainstorm over three topics—how to improve physical and living environments, how to improve safety and security and how to improve the neighborhood in terms of education and children. The crowd broke off into groups, where facilitators—the majority of whom were city employees—took notes. </p>

<p>For one group, the conversation quickly turned to gang violence. Rondella Simmons, a resident of College Hill Courts, said she didn&#8217;t want to have her kids in the Westside at times because of fights that took place &#8220;every other day&#8221; in front of her home.</p>
<p>Simmons said police presence wasn&#8217;t helping and should be assessed. </p>
<p>&#8220;They&#8217;re never there when you need them, and they&#8217;re there when you don&#8217;t need them,&#8221; Simmons said. &#8220;I see a fight every other day by my house, and it&#8217;s just ridiculous … the violence is everywhere.&#8221;</p>
<p>Other areas for improvement mentioned by attendees included renovating existing units, forming a neighborhood watch, developing leaders through job training and offering quality after-school programs to children to prevent potential dropouts. </p>
<p>After the discussion, Littlefield took questions from audience members for 30 minutes. The mayor often deferred to Housing Authority officials or to former city Judge Walter Williams, who encouraged Westside residents to band together in the face of public housing changes that would come &#8220;whether you like it or not&#8221; because of decreases in federal funding.</p>
<p>Carol Naughton, senior vice president of Purpose Built Communities, said the attendees were asking questions similar to those the nonprofit hears when discussing redevelopment projects across the nation.</p>
<p>&#8220;Every question you&#8217;re asking is the right question to ask,&#8221; she said. &#8220;This whole process, if it makes sense for the community, can only be effective if we&#8217;re all at the table, holding your leaders accountable for what needs to be done.&#8221;</p>
<p>Some of the attendees attempted to hold Littlefield accountable Tuesday evening, during the time set aside for public comment at the City Council meeting. Gloria Griffith, a Westside resident, said many community members had not noticed the fliers for the meeting in time to adjust their schedules.</p>
<p>&#8220;The Westside was excluded from the meeting from the start,&#8221; she said. </p>
<p>The remarks kicked off discussion by council members, with many of them expressing surprise at not having been informed of the meeting. At one point, Councilman Andrae McGary asked Beeland if the Westside had been considered above the Harriet Tubman Housing Development or the former site of Maurice Poss Homes—the two other areas mentioned as potential Purpose Built redevelopment sites.  </p>
<p>&#8220;Not at this point,&#8221; Beeland said.</p>
<p>McGary, who represents the Westside, later said the lack of information coming from the mayor&#8217;s office about the meeting raised questions and concerns and added that it wasn&#8217;t the first time he had been left out of a meeting as a councilman. </p>
<p>&#8220;It certainly raises a lot of concerns as to how well are we being informed of what&#8217;s truly going on, and unfortunately all we can do is keep asking questions,&#8221; he said. &#8220;Hopefully, we&#8217;ll get good information throughout the process and also interact with residents, so that we&#8217;re able to understand exactly what they&#8217;re being told. Because it could very well be that we are being told one thing and they are being told another, and it does seem to some degree to be what has taken place.&#8221;</p>
<p>No additional public meetings regarding redevelopment plans have been scheduled by the city at this time, but both Littlefield and representatives from Purpose Built Communities have said they would be willing to hold them if necessary.</p>

			<content:encoded><![CDATA[<p>Tanger Outlets in Locust Grove will soon not be the sole landmark for economic stimulus in the city. </p>
<p>Tim Young, community development director and interim city manager, pinpointed four key areas where economic growth is being accommodated for.  </p>
<p>These areas include efficiency, infrastructure, people and planning. </p>
<p>“Locust Grove concentrates mainly in keeping costs of government services reasonable and providing the optimum level of service for police, maintenance, public works and general government for its citizens and business community,” said Young. </p>
<p>Efficiency is maintained, said Young, through keeping a low budget and finding new sources of revenue to maintain “a proper reserve for operation in case of an emergency.”</p>
<p>Infrastructure has been a particular strength for the city, as more than $2 million has been poured into revitalizing the downtown area.</p>
<p>“We have invested over $2 million in stimulus, federal transportation enhancement and SPLOST funds to rebuild sidewalks and parks in the historic district and to create a historic streetscape bringing more investment into downtown,” he said. </p>
<p>Growth in the city is concentrated in the retail and services industry. </p>
<p>Tanger Outlet is the forefront of this sector, with a new addition featuring Brooks Brothers, Under Armour, Lucky Brand, Talbot and others to be added to the slate. </p>
<p>Market Place at Locust Grove is another crucial retail and services center, featuring Wal-Mart and Zaxby’s. </p>
<p>Future additions planned for Market Place include Murphy Express and IHOP.</p>
<p>“The service growth is mainly centered on restaurants to serve the rapid population growth in the area in the past decade,” said Young. </p>
<p>“Most notable is the French market in the historic downtown drawing diners from across the region and newer restaurants such as Koji Japanese Steakhouse and Sushi, Gezzo’s Grill and Cherry Berry Yogurt Bar.”</p>
<p>Decline still harbors in the housing industry, said Young. </p>
<p>According to Young, the city suffered from the high number of foreclosures but faces other dilemma. </p>
<p>“The city faces more long term issues with vacant subdivisions,” he said. “Our accounting shows that there are nearly as many undeveloped lots as currently exist throughout the city.”</p>
<p>Young identified medical and related services as one area of future growth. </p>
<p>“We expect that the merger of Piedmont with Henry Medical Center will mean future facilities on property owned by Henry Medical on Strong Rock Parkway,” he said. “Already we have seen good growth in diagnostic and dental offices.”</p>

			<content:encoded><![CDATA[<p>Allegations of overcharges have led to a criminal investigation of Kenwood Towing – and the company  has been “indefinitely suspended” from  city towing jobs, City Councilman P.G. Sittenfeld said Monday.</p>
<p>“The city prosecutor’s office is now involved in an investigation of Kenwood Towing regarding unlawful practices,” Sittenfeld said.</p>
<p>City Solicitor John Curp declined to discuss the probe. A man who answered a number for Kenwood on Monday said he was a tow-truck driver and couldn’t comment. He said he was unable to write down a message for the company’s owner because he was busy driving.</p>
<p>The company, which lists two addresses on Spring Grove Avenue – in Northside and in South Cumminsville – is expected to face an accusation today in Municipal Court stemming from the case of Brandon Wright, Sittenfeld said. Details of that case were unavailable Monday; Wright couldn’t be reached for comment.</p>
<p>Wright, a Corryville resident, recently wrote to Sittenfeld and other city leaders, alleging that Kenwood was trying to charge him nearly $500 to get his towed car back. In response, Sittenfeld launched a crusade against alleged “predatory towing practices.” Ohio law says that when a vehicle is towed  from private property, the maximum charge is $90 for the tow and $12 per day for storage.</p>
<p>Since Feb. 8, when Sittenfeld announced his ideas for penalizing companies that exceed those limits, his office has been flooded with citizens’ tales of alleged overcharges, similar to Wright’s situation – “and Kenwood, by far, has had the largest number of constituent complaints,” Sittenfeld said.</p>
<p>Because of those complaints and because of the city prosecutor’s probe, “the Cincinnati police department has indefinitely suspended Kenwood from their towing rotation,” Sittenfeld said. He also thinks there are grounds to permanently remove Kenwood from the list because “they have shown themselves unfit to receive taxpayer dollars.” Sittenfeld said he intends to discuss that possible punitive action with Police Chief James Craig.</p>
<p>Kenwood was among 15 companies that shared in $1.5 million of towing business from city-owned property in the past four years, city records show.</p>
<p>Some of those towing companies have contacted Sittenfeld and said, “thank you for cracking down on the ‘bad apples’ that are giving us a bad name,” Sittenfeld said. Also, many citizens have expressed gratitude for city leaders taking action against predatory towing, Sittenfeld said. His plan, which City Council is expected to vote upon soon, calls for companies caught overcharging people to face hefty fines plus removal from the city’s towing rotation list.</p>
<p>However, that plan has also irked at least one man who said he was a tow-truck driver and called 700 WLW radio while Sittenfeld was an on-air guest. The man threatened to tow Sittenfeld’s vehicle away from City Hall.</p>
<p>Half-jokingly, Sittenfeld said Monday: “No one has illegally towed my car yet!”</p>
<p>Sittenfeld said he’s glad that city leaders have been able to raise awareness “so that people can protect themselves from being ripped off.” He said he thinks many people did not know their rights under Ohio law until he launched his anti-predatory-towing campaign.</p>

			<content:encoded><![CDATA[<p>Emerson E. Unroe, 79, of Gallipolis, passed away on Monday, February 20, 2012, at the Holzer Medical Center. He was born on January 13, 1933, in Gallia County, Ohio, son of the late Harry Harold and Virginia Irene Miller Unroe. Emerson spent 40 years in the glass plant industry, 23 years at Federal Glass, 10 years at Anchor Hocking and 10 years at Lancaster Colony in Sapulpa, Oklahoma. He served in the U.S. Navy during the Korean Conflict and enjoyed hunting, fishing and target shooting. Emerson was a member of the First Church of the Nazarene in Gallipolis.</p>
<p>He is survived by his wife of 58 years, Nancy Queen Unroe, whom he married on December 21, 1953, in Gallia County and she survives him in Gallipolis, along with a son, Michael (Karen) Unroe of Rockbridge, Ohio, and one daughter, Carol (Jerry) Tindall of Grove City, Ohio; four grandchildren and eight great-grandchildren, one brother, Rex (Pauline) Unroe of Gallipolis, and one sister, Eileen Willis of Gallipolis, and several nieces and nephews.</p>
<p>He was preceded in death by his parents, a brother, Harry Harold Unroe, Jr., and by two infant siblings.</p>
<p>Funeral services will be held at 1 p.m. Friday, February 24, 2012, at the First Church of the Nazarene Gallipolis, with Pastors Mark Grizzard and Eugene Harmon officiating. Burial will follow in the Macedonia Cemetery. Friends may call on Thursday, February 23, 2012, from 6-8 p.m. at Willis Funeral Home. There will be a flag presentation at the graveside by volunteers of area veteran’s lodges.</p>

<p><span class="pp" /><strong>OAK GROVE, KY.</strong> — For the second time in less than six months, the Oak Grove City Council passed an ordinance banning synthetic drugs, but a standing injunction will keep them on store shelves for now.</p>
<p><span class="pp" />The ordinance was passed unanimously, without a word of discussion, Tuesday night.<span class="aa" /></p>
<p><span class="pp" />A similar ordinance was passed at the end of 2011, but was quickly stymied by a legal challenge from a local merchant. Christian County Circuit Judge Andrew Self issued an injunction that will hold until the case is heard.<span class="aa" /></p>
<p><span class="pp" />That injunction will remain standing for the retooled ordinance as well.<span class="aa" /></p>
<p><span class="pp" />While laws in Tennessee already ban the drugs, with street names like “bath salts” or “plant food,” local users have easy access to them just across the state line at stores like the Toy Box in Oak Grove.<span class="aa" /></p>
<p><span class="pp" />Should the ordinance take effect, it could cut off a major source of synthetic drugs for users in Montgomery County.<span class="aa" /></p>
<p><span class="pp" />According to the complaint, the first version of the ordinance was too sweeping in its action.<span class="aa" /></p>
<p><span class="pp" />For the most part, both the first and second versions of the ordinance focus on banning chemicals commonly found in synthetic drugs.<span class="aa" /></p>
<p><span class="pp" />The drugs are meant to emulate the effect of already illegal drugs like marijuana and cocaine.<span class="aa" /></p>
<p><span class="pp" />Minor changes were made to narrow the original ordinance’s focus, including the removal of several substances, including salvia, from the list that defines synthetic drugs.<span class="aa" /></p>
<p><span class="pp" />Any substance containing one of the several chemicals listed in the ordinance will be considered an illegal synthetic drug.<span class="aa" /></p>

			<content:encoded><![CDATA[<p><span>The city of Elk Grove and its contracted bus provider are taking steps to improve operations after a contract revealed numerous problems including overpayments, undercharging for services, and delays in issuing and responding to penalties.</p>
<p>Elk Grove City Council members and MV Transportation officials also recently expressed hope that better communication between the two sides would help resolve key issues.</p>
<p>Those issues, auditor Sjoberg Evashenk Consulting noted, included the city overpaying MV Transportation by more than $300,000 for incorrect invoices, unnecessary fueling expenses, and approving unallowable costs since the new contract went into effect in 2009.</p>
<p>In one instance, the city and MV Transportation said both sides negotiated an informal agreement on a matter, but neither side could provide documentation noting the agreement. The city has since recovered more than $76,000 of that amount.</span>
<p>		  <span>“It’s frankly the reason why everything should be in writing,” said Michelle Smira, a consultant with MV Transportation.</p>
<p>The auditor also noted that the city did not penalize the contractor as much as the contract allowed. If management positions are vacant for more than 30 days, the city can charge penalties. But when that occurred, the city collected less than $16,700 out of a possible $111,000 in penalties and wages that were paid to a vacant position.</p>
<p>“I’m not happy about it, but I’m glad the audit discovered what the issues were and the problems,” Elk Grove Mayor Jim Cooper said. “They’re being remedied.”</p>
<p>On MV Transportation’s side, the contractor said the city provided eight months of assessments at one time and assessed the maximum penalty allowed without providing details of the violations.</p>
<p>“The purpose of an assessment was to help MV improve operations,” said City Public Works Director Richard Shepard.</p>
<p>He added the city could penalize MV Transportation up to $15,000 per month for failing to meet on-time bus performance standards and contract reporting provisions.</p>
<p>“They were legitimate assessments, but they were not timely,” said Shepard.</p>
<p>Smira said the difficulty of getting an invoice for eight months of assessments is going back that far to try to fix the problems.</p>
<p>The audit also revealed the penalty cap covered bigger problems. The auditor reviewed 11 months of services provided between February 2010 and June 2011, and said if the penalties did not top out at $15,000 per month, penalty assessments for the 11 reviewed months would have ranged from $192,800 to $891,850 per month.</p>
<p>Without the cap, the total amount of potential penalties for those 11 months would have been $4.4 million the auditor noted. With the cap, the city could only charge $165,000 in penalties.</p>
<p>Each side said it is working on improving its internal controls. Smira said the city’s audit prompted MV Transportation to conduct its own internal audit of its operations.</p>
<p>Shepard said the city is taking steps to make sure it does not overpay by having three sets of eyes provide a timely review of invoices. He said the transit analyst, financial analyst, and the interim transit manager will review each invoice less than 30 days after it is received.</p>
<p>Previously, just the transit manager reviewed invoices. But former transit manager Tiffani Fink is no longer employed by the city, according to city documents. Her duties were taken over by Kara Reddig, who is the assistant to City Manager Laura Gill.</p>
<p>Shepard said Elk Grove is going to issue assessment penalties in a more timely manner and for a set period of time.</p>
<p>The assessments will be provided to MV Transportation to agree or dispute, and then any potential adjustment would be made on the next invoice.</p>
<p>“We had some internal problems. We’ve had some contract management controls that were looser maybe than they should have been,” Vice Mayor Pat Hume said at the council’s Jan. 25 meeting. “Going forward, we are in a better position for responsiveness.”</p>
<p>Each side said some of the problems can be traced to a lack of communication.</p>
<p>“Overall, the communication between both parties has been disjointed and non-collaborative, and has resulted in miscommunication and strained working relationships that are not beneficial to either party,” Sjoberg Evashenk Consulting noted in the audit.</p>
<p>The city and MV Transportation also said more and better communication should benefit both parties.</p>
<p>“We are trying to improve the communication so that we don’t have to go to an outside source to rectify things that really professionals should be able to in house,” MV Transportation Vice President Jay Jeter said at the Jan. 25 council meeting.</p>
<p>Both sides said the customers would also benefit.</p>
<p>Shepard said a good contractual relationship with MV Transportation would enable the contractor to meet customers’ needs.</p>
<p>“That’s where the city and MV have the same goal, but it’s hard to do that when you’re bickering with each other,” he said.</p>
<p>Smira said the city’s audit and MV Transportation’s internal review provided them an opportunity to improve its communication with clients.</p>
<p>“We’re at a point with our relationship with staff that we’re in close communication with them. We’re sitting down and trying to work through issues,” she said. “It was a communication meltdown. We’re absolutely on the right track right now.”</p>
<p>Shepard said the city and the transit provider are committed to meeting monthly, but the two parties are meeting more often in light of the audit released in November.</p>
<p>On-time bus performances have been better in recent months as statistics indicate two months from October to January above 99 percent and the other two months above 98 percent.</p>
<p>That compares to the 11 months of services reviewed in the audit when the on-time performance ranged from 66 percent to 90 percent.</span></p>

			<content:encoded><![CDATA[<p><span>Sacramento County park officials are still seeking a buyer for two-thirds of Elk Grove Regional Park, and Elk Grove city officials remain in the mix to take up that offer.</p>
<p>The Elk Grove City Council discussed the matter in a closed session during their April 27, 2011 meeting but did not take action. The item is back before the council and appears on the agenda for a closed session at the Feb. 22 meeting.</p>
<p>City officials are considering taking about 80 acres of the park’s 127 acres off the hands of Sacramento County officials who need to cut their costs.</p>
<p>The park’s land is split by the county and the Cosumnes Community Services District (CSD).</span>
<p>		  <span>Don Nottoli, chair of the county’s Board of Supervisors and whose district includes Elk Grove, said last January that the county is likely to face a deficit for the 2012-13 fiscal year.</p>
<p>However, Nottoli said he and his peers will pass a balanced budget for the fiscal year that begins July 1.</p>
<p>The other 40 acres of land in the northern part of the park are owned by the CSD and are not part of the potential transaction.</p>
<p>The district currently has a 50-year lease agreement they signed with the county in 2003 that would have CSD staff operate and maintain the entire park.</p>
<p>“If the city were to buy (the county portion), then we would be happy to work with them in terms of the maintenance and operations,” CSD General Manager Jeff Ramos told the Citizen last spring.</p>
<p>The annual cost of maintaining the entire, 127-acre park is $750,000, said Bob Roessler, the CSD’s parks administrator. Local residents in their annual lighting and landscape assessment fees pay for much of the maintenance.</p>
<p>Roessler said the district generates $630,000 in revenue, $550,000 of which comes from the park’s facilities such as the swim center, the Pavilion, and rented fields.</p>
<p>The CSD receives $50,000 per year from the county to maintain the county’s portion, which includes Strauss Lake, the Pavilion, a dog park, the new BMX bike park, and softball diamonds.</p>
<p>Other items on the council’s regular meeting agenda include a presentation by the Elk Grove Trails Committee and a review of the city’s zoning code regulations for recreational vehicles.</p>
<p>The Feb. 22 council meeting will begin at 6 p.m. at the council chambers, 8400 Laguna Palms Way.</p>

<p>Comparing results for the fourth quarter of 2011 to 2010, Net Income<br />
and EPS decreased $0.8 million or $0.01 per share, FFO increased $0.9<br />
million and FFO+GOS increased $0.9 million. The increase in FFO was<br />
primarily attributable to an increase in real estate FFO of $2.1<br />
million and a decrease in investment banking FFO of $1.2 million. The<br />
increase in real estate FFO was primarily from three new acquisitions<br />
made in March 2011, a new acquisition in September 2011 and another<br />
acquisition in October 2011, and the benefits of increased occupancy<br />
in the real estate portfolio at December 31, 2011, compared to<br />
December 31, 2010, and was partially offset by the sale of two<br />
properties in 2011. One was a property in Falls Church, Virginia sold<br />
in January 2011 and the other was a property in Savage, Maryland sold<br />
in June 2011. The decrease from investment banking resulted from<br />
lower sales of securities by our investment bank, which was $9.2<br />
million for the fourth quarter of 2011 as compared to $25.3 million<br />
in the fourth quarter of 2010. Revenue from our investment bank was<br />
primarily based on the value of the securities sales. There was no<br />
GOS during the fourth quarter of 2011 or 2010.</p>
<p class="">
<p>Comparing results for the years ended December 31, 2011 to the same<br />
period in 2010, Net Income and EPS increased $21.4 million or $0.25<br />
per share, FFO increased $4.3 million or $0.03 per share and FFO+GOS<br />
increased $26.2 million or $0.30 per share. The increase in FFO was<br />
primarily attributable to an increase in real estate FFO of $1.6<br />
million and an increase in investment banking FFO of $2.7 million.<br />
The increase in real estate FFO was primarily from three new<br />
acquisitions made in March 2011, a new acquisition in September 2011<br />
and another acquisition in October 2011, and the benefits of<br />
increased occupancy in the real estate portfolio at December 31,<br />
2011, compared to December 31, 2010, and was partially offset by the<br />
sale of two properties in 2011. The increase in investment banking<br />
FFO resulted from greater sales of securities by our investment bank,<br />
which were $66.8 million during the year ended December 31, 2011 as<br />
compared to $36.0 million for the same period in 2010. Revenue from<br />
our investment bank was primarily based on the value of the<br />
securities sales. The sale of a property in January 2011 located in<br />
Falls Church, Virginia contributed $19.6 million and the sale of a<br />
property in June 2011 located in Savage, Maryland contributed $2.3<br />
million, or in the aggregate, $0.27 per share of GOS for the year<br />
ended December 31, 2011. There was no GOS during the same period in<br />
2010.</p>

<p>George J. Carter, President and CEO, commented as follows:</p>

<p>&#8220;For the fourth quarter of 2011, FSP&#8217;s profits as represented by FFO<br />
totaled approximately $18.5 million or $0.22 per share, an increase<br />
of approximately $2.1 million or $0.2 per share compared to the third<br />
quarter of 2011. Dividend distributions declared for the fourth<br />
quarter of 2011, which are payable on February 16, 2012, are<br />
approximately $15.8 million or $0.19 per share. For the full-year<br />
2011, FSP&#8217;s profits as represented by FFO totaled approximately $71.2<br />
million or $0.87 per share, an increase of approximately $4.3 million<br />
or $.03 per share compared to full-year 2010. For the full-year 2011,<br />
FSP&#8217;s profits as represented by FFO+GOS totaled approximately $93.1<br />
million or $1.14 per share, an increase of approximately $26.2<br />
million or $0.30 per share compared to full-year 2010.</p>
<p class="">
<p>&#8220;Our directly-owned real estate portfolio of 36 properties totaling<br />
7,052,068 square feet was approximately 88.7% leased as of December<br />
31, 2011, up from approximately 88.1% leased as of September 30,<br />
2011. Our property portfolio is primarily suburban office assets.<br />
Most of the rental/leasing markets where our properties are located<br />
remained stable during the fourth quarter, with some markets showing<br />
moderate improvement in occupancy and rental-rate levels. The<br />
nation&#8217;s slow employment growth as well as financial and regulatory<br />
uncertainty appear to be factors in deferring many corporate<br />
decisions on potential future office space needs. However, we<br />
continue to make steady leasing progress in our portfolio. With<br />
relatively modest lease expirations over the next three years, we<br />
have as our objective to move overall occupancy levels to the 90+%<br />
range during 2012.</p>
<p class="">
<p>&#8220;There was one new real estate investment completed in the fourth<br />
quarter of 2011 for a total initial capital contribution of<br />
approximately $76.2 million. The investment is a two-year bridge loan<br />
secured by a first mortgage on a CBD office/retail property in<br />
Minneapolis, Minnesota. The property is owned by FSP 50 South Tenth<br />
Street Corp., a single-asset-REIT affiliate of FSP. The loan also<br />
includes a revolving line of credit component for up to $30 million<br />
to be used for lender-approved tenant improvement costs, leasing<br />
commissions and other incentives necessary to lease space at the<br />
property. Consequently, the total loan commitment amount is $106.2<br />
million. The property is a 12-story Class A multi-tenant<br />
office/retail property, built in 2001, containing approximately<br />
498,768 rentable square feet of which approximately 90% is office<br />
space. FSP sponsored the syndication of the shares of preferred stock<br />
in FSP 50 South Tenth Street Corp. between November 2006 and January<br />
2007. The property has maintained an average occupancy in excess of<br />
98% over the past five years and, as of December 31, 2011, was<br />
approximately 98.8% leased. The property is located between and<br />
connected by a sky-bridge directly to the Target Corporation and U.S.<br />
Bancorp corporate headquarters buildings in downtown Minneapolis. FSP<br />
has four office properties in the greater Minneapolis area, either<br />
owned directly or through affiliates, totaling approximately 1.4<br />
million square feet.</p>
<p class="">
<p>&#8220;Additional real estate investments during 2012 are a major objective<br />
of FSP. In addition, certain properties owned by some of our<br />
single-asset REIT affiliates may be possible candidates for sale as<br />
they stabilize their occupancies and the markets in which they are<br />
located become more attractive to potential acquirers. There were no<br />
property dispositions in the fourth quarter of 2011.</p>

 Definition of Funds From Operations (&#8220;FFO&#8221;),<br />
 and FFO<br />
plus Gains on Sales (&#8220;FFO+GOS&#8221;)</p>

<p>The Company evaluates the performance based on several measures,<br />
including Funds From Operations, or FFO, because management believes<br />
that FFO represents the most accurate measure of activity and is the<br />
basis for distributions paid to equity holders. The Company defines<br />
FFO as net income (determined in accordance with GAAP), excluding<br />
gains (or losses) from sales of property and acquisition costs of<br />
newly acquired properties that are not capitalized, plus depreciation<br />
and amortization, including amortization of acquired above and below<br />
market lease intangibles and impairment charges, and after<br />
adjustments to exclude non-cash income (or losses) from<br />
non-consolidated or Sponsored REITs, plus distributions received from<br />
non-consolidated or Sponsored REITs.</p>
<p class="">
<p>FFO should not be considered as an alternative to net income<br />
(determined in accordance with GAAP), nor as an indicator of the<br />
Company&#8217;s financial performance, nor as an alternative to cash flows<br />
from operating activities (determined in accordance with GAAP), nor<br />
as a measure of the Company&#8217;s liquidity, nor is it necessarily<br />
indicative of sufficient cash flow to fund all of the Company&#8217;s<br />
needs. Other real estate companies and the National Association of<br />
Real Estate Investment Trusts, or NAREIT, may define this term in a<br />
different manner. We believe that in order to facilitate a clear<br />
understanding of the results of the Company, FFO should be examined<br />
in connection with net income and cash flows from operating,<br />

			<content:encoded><![CDATA[<p><span>The numbers of reported violent and property crimes in Elk Grove steadily dropped from 2008 to 2010. That streak halted last year.</p>
<p>Property crimes rose by 2 percent last year while violent crimes were up by roughly 1 percent, according to a crime report provided by Elk Grove Police Chief Robert Lehner.</p>
<p>“2011 was the change year, we’re no longer experiencing the decrease we had in previous years,” he said. </p>
<p>The police chief noted those numbers should be taken in account with Elk Grove’s growing population. The city’s size reached more than 153,000 residents in the 2010 census count.</span>
<p>		  <span>Of the Elk Grove police’s “beat” coverage areas, Laguna had the highest number of reported crimes last year, according to police statistics.</p>
<p>Laguna has the city’s largest number of retail businesses and a highly concentrated population. Larceny was the most frequently reported crime in Laguna last year.</p>
<p>In 2011, Elk Grove experienced three homicide cases: the shootings of two elderly Sikh pedestrians and an ax murder allegedly committed by a teenager. The city had two homicides the previous year.</p>
<p>There were a total of 534 reported violent crimes last year, compared to 529 cases in 2010. Last year, there were 18 rapes, 100 robberies, and 413 assaults.</p>
<p>Lehner said that violent crime typically involves people in a violent relationship or dangerous acts such as gang activity.</p>
<p>“People who do not associate with these kind of activities will rarely be the victim of a violent crime,” he said. “As traumatic and problematic as it is, violent crime is (generally) not random.”</p>
<p>Lehner added that the victims of random violent crimes are usually employees at banks, gas stations, and other businesses that get robbed.</p>
<p>Of reported property crimes in Elk Grove last year, there were a total of 3,271 cases. The largest increase was in larceny cases, which rose by 3.4 percent from 2010, according to Lehner’s report. Burglaries increased by 1.5 percent from 2010. There was a total of 663 burglaries last year.</p>
<p>Motor vehicle theft cases, which experienced a 23 percent spike in 2009, had fallen by 5 percent last year.</p>
<p>Elk Grove police spokesperson Christopher Trim mentioned that the police introduced an online reporting system last year that made it easier for citizens to file property crime reports.</p>
<p>Lehner said the number of calls answered by the police slightly dropped from 96,552 calls in 2010 to 96,160 calls last year.</p>
<p>The police chief said that criminals who commit burglaries or larcenies are likely to commit more than one theft, and said that the best way to stop such crimes is to put them in jail or prison.</p>
<p>Lehner predicts that the state’s decision to release numerous non-violent offenders from California’s prisons due to budget cuts may impact the crime rates of cities.</p>
<p>As for how Elk Grove crime compares to cities of comparable populations, Lehner reported that Elk Grove in a group of 200 similarly sized cities ranked 114th in property crimes and 119th in violent crimes back in 2010. Last year’s population ranking is currently unavailable.</p>
<p>“Elk Grove has and continues to be, comparatively average with respect to violent crime and better than average with property crime,” Lehner said. “That doesn’t mean that if you’re the one whose house got burglarized, you’re particularly happy about that.”</p>
<p>Overall, Lehner said that Elk Grove residents will better understand crime in their neighborhoods by visiting the Crime Reports feature on the Elk Grove police’s website. He added that a sudden increase in a neighborhood’s burglaries might not be indicated on citywide crime statistics.</p>
<p>Lehner said that readers should remember that citywide crime numbers can change due to corrections of reporting errors or updates such as an assault case becoming a homicide after a victim dies.</p>
<p>Trim said that police staff spent the past few weeks verifying the accuracy of 2011’s crime statistics.</p>
<p>The Elk Grove police’s crime data will be collected by the FBI, which will present a “snapshot” of last year’s national crime rate in April. The FBI’s 2011 crime rate report will be released in October.</span></p>

<p><span class="pp" />The amendment to the city of Shreveport&#8217;s property standards code that would establish minimum living standards was well received during Tuesday night&#8217;s public hearing.</p>
<p><span class="pp" />Most people making comments commended the council for the amendment and had a few technical questions.<span class="aa" /></p>
<p><span class="pp" />&#8220;I believe this amendment lays the ground work,&#8221; said Steven Jackson of the Cedar Grove Development Corp. &#8220;When a lot of folks come into these situations, they don&#8217;t know the language in their lease. I&#8217;ve had to go into homes in the Cedar Grove area where you look at the floor and you&#8217;re looking at the ground. I think it&#8217;s a right step forward.&#8221;<span class="aa" /></p>
<p><span class="pp" />Amending the code to include minimum standards has been an ongoing issue for several years. The most recent push began about four months ago.<span class="aa" /></p>
<p><span class="pp" />&#8220;A myriad of groups have been involved to get this working document in a way it is best suited for its intended purpose,&#8221; Councilman Oliver Jenkins said. &#8220;It&#8217;s not to cause an unnecessary burden on landlords or tenants, but to establish a minimum living standard.&#8221;<span class="aa" /></p>
<p><span class="pp" />Existing laws apply to exterior issues, such as overgrown lawns or inoperable vehicles parked in yards.<span class="aa" /></p>
<p><span class="pp" />The amendment addresses interior problems, such as proper plumbing fixtures and connections to city utilities.<span class="aa" /></p>
<p><span class="pp" />Enforcement would be complaint driven. Tenants would be required to give landlords at least 10 days written notice of the problem before signing an affidavit in person at the property standards office. Inspectors would then schedule an inspection and attempt to contact the owner.<span class="aa" /></p>
<p><span class="pp" />If a citation is issued, it would be up to the court to determine the violation and penalty.<span class="aa" /></p>
<p><span class="pp" />One concern pertained to an ordinance drafted several years ago that would have required landlords to register property and pay fees on each unit. The new amendment would require neither.<span class="aa" /></p>
<p><span class="pp" />&#8220;This is a different approach to achieving the minimum standards without that extra burden of having a registration process and fees,&#8221; Councilman Jeff Everson said. &#8220;While it was good intentions, this is a more sensible approach without making the business of being a landlord much more difficult.&#8221;<span class="aa" /></p>
<p><span class="pp" />Another concern was adding to the workload of the current 14 inspectors. The city does not plan to hire additional inspectors with the passing of the ordinance.<span class="aa" /></p>
<p><span class="pp" />&#8220;We&#8217;re going to have to watch it for six months, but we&#8217;re not going to add inspectors right now,&#8221; Director of Property Standards Jim Holt said. &#8220;We&#8217;re anticipating an influx of calls for a month or two then it to taper off.&#8221;<span class="aa" /></p>
<p><span class="pp" />The ordinance was introduced at last week&#8217;s council meeting. Councilman Joe Shyne said there will be a little tweaking to the ordinance after Tuesday night&#8217;s comments. It will go before the council for a vote during the Feb. 28 regular meeting.<span class="aa" /></p>
<p><span class="pp" />Holt said it would probably be May before inspectors are prepared to enforce the amendment should it pass.<span class="aa" /></p>
<p><span class="pp" />&#8220;We have affidavits to prepare and inspectors to train,&#8221; Holt said. &#8220;We&#8217;ve got work to do to prepare ourselves before we get out in the field. You don&#8217;t want us enforcing something we&#8217;re not prepared to enforce.&#8221;<span class="aa" /></p>

			<content:encoded><![CDATA[<p>A proposal to build a Copp&#8217;s grocery store on Madison&#8217;s far east side has outraged dozens of residents who want the city to reject the plan, claiming it upends the new urbanist vision that spurred them to buy homes in the Grandview Commons neighborhood.</p>
<p>&#8220;New urbanism drew people to this community, and now they want to impose a big-box store in the middle of it,&#8221; says Barbara Davis, referring to developer Veridian Homes. &#8220;It <i>will</i> detract from the quality of life.&#8221;</p>
<p>Though a grocery store was always intended as a centerpiece of Grandview&#8217;s yet undeveloped town center, the store&#8217;s proposed size more than doubles the original footprint, from 25,000 to 58,000 square feet.</p>
<p>Residents <a href="http://www.thedailypage.com/daily/article.php?article=28322">say the store</a> will bring unacceptable increases in noise and traffic. Aesthetically, they say, a big-box store with a big parking lot <a href="http://www.thedailypage.com/daily/article.php?article=28814">doesn&#8217;t jibe</a> with their idea of a pedestrian-friendly town center.</p>
<p>To move forward, the project needs Common Council approval to rezone the property &#8212; sandwiched between Cottage Grove Road and Sharpsburg Way &#8212; and amend the neighborhood and comprehensive plans.</p>
<p>City planning staff supports the proposal.</p>
<p>Scheduled votes by the Plan Commission and Common Council this month have been postponed to March to allow Veridian time to incorporate changes requested by the Urban Design Commission, which gave its initial approval on Feb. 15.</p>
<p>The proposal has <a href="http://www.thedailypage.com/isthmus/article.php?article=28922">deeply divided the neighborhood</a>, with each side accusing the other of trying to undermine their respective campaigns.</p>
<p>&#8216;It&#8217;s been very unpleasant,&#8221; says Veridian president Jeff Rosenberg, accusing opponents of trafficking in misinformation. &#8220;They&#8217;re working with their own set of facts.&#8221;</p>
<p>But residents say Veridian has worked to silence their objections, noting that one of the developer&#8217;s employees tried to void signatures on an opposition petition that began circulating after the first neighborhood meeting in February 2010.</p>
<p>Opponents also allege that Veridian has largely manufactured a perception of broad neighborhood support to win city approval. For example, elderly residents of an assisted-living facility on Jupiter Drive were <a href="http://www.thedailypage.com/media/2012/02/21/Arbors%20feedback%20request%20for%20Grandview%20012412.pdf">encouraged</a> (PDF) to send city officials one of four pre-approved letters, all in support of the store. Veridian denies prodding the facility to ask its residents, many of whom are on meal plans, to send the letters.</p>
<p>But the bottom line, residents say, is that Veridian is trying to deliver a neighborhood different from the one it pitched to homeowners.</p>
<p>&#8220;Is this really about doing a grand service to the people by bringing them something versus nothing?&#8221; asks Davis, who lives two blocks from the site. &#8220;Or is this a last-ditch effort to sell land they gobbled up during the real estate boom they thought they could turn over quickly, but has now become a liability?&#8221;</p>
<p><b>Grandview Commons&#8217; town center was originally envisioned</b> as a 10.5-acre mix of retail, commercial and residential space that would include a small grocery store and public library. It was intended as a hub for civic life in the neighborhood, but a variety of forces have conspired to keep the property vacant.</p>
<p>Over the last 14 years, Veridian has tried to attract a small grocer, like Trader Joe&#8217;s, but was rebuffed each time because the area lacks the density necessary to sustain a 25,000-square-foot grocery store.</p>
<p>In 2006, Veridian purchased an adjacent 5.5 acres that unexpectedly became available. This presented an opportunity to attract a larger store that would not only anchor the town center, but also signal a commitment to a full build-out. Some question that commitment since Veridian intends to sell rather than develop the property.</p>
<p>But to build a store like the 70,000-square-foot Copp&#8217;s initially proposed for the site by Milwaukee-based Roundy&#8217;s Supermarkets Inc., the property had to be rezoned.</p>
<p>Cnare understands residents&#8217; frustration but says it&#8217;s either this or no town center at all. &#8220;I&#8217;m a realist,&#8221; she says. &#8220;We can keep calling small stores and they can keep saying no.&#8221;</p>
<p>Many accuse Cnare of doing Veridian&#8217;s bidding. An April 2010 email discussion between her and Veridian Realtor Tonya Nye discusses a waiver signed by many Grandview homeowners precluding their right to protest any development projects undertaken in Grandview by Veridian.<br />
Nye suggested using this waiver to void signatures on a petition circulating at the time. After becoming aware of the waiver, Cnare, who says no signatures were invalidated, replied, &#8220;WOW! I will need a moment to think about how to incorporate this into the conversation.&#8221;</p>
<p>Ald. Jill Johnson accuses Nye, who lives in the neighborhood, of violating the city&#8217;s lobbying ordinance. &#8220;If employees of the developer are speaking out, they need to make clear they are employees,&#8221; says Johnson, who has a handful of constituents who live within the project&#8217;s notification zone.</p>
<p>Unlike Cnare, she opposes the project.</p>
<p>Cnare says Johnson is &#8220;complaining about&#8221; an issue that was settled prior to her April 2011 election.</p>
<p>&#8220;This is a red herring,&#8221; says Cnare, who has decided not to run for reelection because of the acrimony that developed around this proposal. &#8220;What you&#8217;re seeing is the persistence of misinformation.&#8221;</p>
<p><b>Both Barbara Davis and Jill Johnson say residents would welcome</b> a store as large as 40,000 square feet, the big-box threshold under city ordinance. &#8220;What&#8217;s been really miserable about this is Verdian&#8217;s unwillingness to negotiate,&#8221; says Davis.</p>
<p>Rosenberg says Roundy&#8217;s has already shaved 12,000 square feet from the store&#8217;s footprint and scrapped a pharmacy drive-through, among other things. &#8220;They&#8217;ve done a very good job of trying to be a responsible citizen,&#8221; he says, noting the store alone would create up to 180 jobs.</p>
<p>Adds Cnare, &#8220;A 40,000-square-foot store is not in the conversation, and it won&#8217;t be.&#8221; She says she struggles to understand why a 58,000-square-foot store &#8220;would be a death knell to what is a pretty cool neighborhood.&#8221;</p>
<p>In January, a sleek but anonymously run website appeared where supporters could sign an online petition that generated an email to city officials. A four-page flyer delivered to residents advertised the site.</p>
<p>Inquiries sent through the site were answered by Grandview resident Richard Anderson, who says Veridian had nothing to do with the site or the flyer. &#8220;We&#8217;re just grassroots supporters who were tired of the opposition speaking for us,&#8221; he says.</p>
<p>He declined to say who built the site or printed the flyers.</p>
<p>Rosenberg, too, denies that Veridian has led a behind-the-scenes push to bolster support. &#8220;But let&#8217;s say we had,&#8221; he says. &#8220;Would that really be so evil?&#8221;</p>
<p>Rosenberg says there is a lot riding on the $20 million project. &#8220;If the city says no to this, it&#8217;s going to be very difficult to get other developers to participate in future neighborhoods,&#8221; he says.</p>
<p>Nonsense, says Johnson, who believes the push boils down to a land deal, since Veridian intends to sell off the property to an Appleton-based developer once it&#8217;s rezoned. &#8220;It&#8217;s a way for them to very quickly sell this piece of property,&#8221; says Johnson, suggesting Veridian and Cnare should exercise more patience. &#8220;A smaller store will come once they build more homes.&#8221;</p>
<p>Greg Cieslewicz, who lives across from the site in Richmond Hills, says residents are gathering signatures to force a supermajority vote when the proposal reaches the Common Council in March. City and state law allows for such petitions, if verified, to trigger a higher bar &#8212; three-quarters of council members &#8212; for passage of a zoning change, confirms City Attorney Michael May.</p>
<p>&#8220;The hope was to build a town center, and I think most of us would like to see that happen,&#8221; Cieslewicz says. &#8220;But not at the expense of bad development. It&#8217;s not a done deal yet.&#8221;</p></p>
